screen/display blinks or flashes intermittantly

Intermittent blinking or flashlight of screen (display) in any mode. Whether it be in an Office program or scrolling down a page in Firefox, the screen will flash on and off at different rates or go completely black. It will happen randomly as in after a few re-starts it seems to go away. In fact as I’m entering this post, it hasn’t flashes or blinked in two hours.
As for specs: I’ve updated the graphic card (ATI Radeon HD 2400 pro) with the latest updates and drivers. Fan is running and doesn’t seem to be a heat issue
I have a HP Pav a6150e, AMD 64X2 Dual Core 4K+ 2.1GHz, 2Gb ram, MS Vista, Home Premium 32-bit
I read about updating the drivers for the BIOS, though I do not know how to do this.
Any ideas on what is causing this?

Try booting in safe mode, it sounds like a driver issue.
Load the drivers that came with the card and see if this helps. Just becaue you have the latest drivers does not mean it will be any more stable.
Look in your error logs to see if there are any conflicts or other problems.
Has this always happened or just started.
If it has only been recent then try a restore point to before it started to happen.
Have you loaded any new programs lately that may be slightly incompatable?
List your complete system specs.

Check your hardware, leads and gfx card seating. Have you tried a different monitor?

The issue with intermittent blinking are still occurring.
Here is what I have done thus far (though not in this order)
Updated the bios
Disabled ‘TMM’
Switched from Aero to basic
Updated drivers and updates from ATI
Ensured that intergrated nvidia driver is disabled
Tested LCD monitor (HP v2007) on another computer with XP from several re-starts and from stand-by and hibernation with no issues with the monitor blinking
Radeon card has fan running and does not seem to get to hot
Cable connections are secure

no errors shown

It probably started when I installed the Radeon card. Though that was a while ago, November and its been intermittent for as long as I can remember.

How do I give you my complete system spec's? where do I find this info?

- the video card might be loose, try reseating the video card.
- try a different resolution
- check the temperature (i think atitool 0.27 works for that).
- disable all programs running in the background. How to perform a clean boot procedure to prevent background programs from interfering with a game or a program that you currently use
- reinstall the OS, then chipset drivers and then video card drivers
