Strange artifacts when scrolling

Hi guys (And girls).

I have a strange problem, sometimes when i scroll during windows i get these strange artifacts. I actually don't think its the graphic card tough but i don't know in which thread to put it. I got a E8400, with Corsair 2x2GB XMS2 6400, Asus P5K-VM mobo and a Asus Radeon EAH 3650 512MB Silent. And the artifacts only comes in windows not when i play games. I think its rather software oriented because i can catch it on PrtScn. So i'll post it and lemme see what you guys think
