Issue with gpu clock and memory clock

I have a HIS ATI Radeon HD 4870x2 Graphics card
I am getting very poor gpu clock and memory speeds on both cores of my graphics card.

Both cores are running at
GPU Clock 507MHz
Memory 500MHz
at both 3D and 2D mode, using GPU-Z 0.3.0.0 and ati 8.12 catalyst control center
I know that in 3D mode it should be at 750MHZ and 900MHz and 2D at 507MHz and 500MHz(2gpu).
I have un-installed and re-installed the 8.12ccc
with no change at all, also using driver cleaner(in safe mode) when un-installing.
I get no arifacts as I use ExpertTool V4.0, enable fan contol for cooling while playing games.
Its just the card will not run at its full potentuall or how it should. Can you please help!!!

That is strange..??

what happens when you set it to the default values..?? will the settings stick..??

not sure about ATI but i know the new nvidia cards have a power saving feature which drops the clocks when idle, kind of like Intel SpeedStep..

here's where my card clocks currently sit while its idle..

you can see they are far below stock clocks, maybe ATI have a similar feature in they're newer drivers..... have you checked to see if the clocks jump up when you stress the card.??

750/500 are default settings
Just ran 3Dmark06 1920x1200 res and got 20441
I ran gpu-z and ati 8.12 ccc and the gpu clock and memory clock sayed at 507/500
So I don`t know what to think...the card works ok, no artifacts, really wierd.

if you cleared 20k in 3dmark the card is fine & what i suggested is probably the case...

the core clock is reduced while idle.

Cheers SK....like you said, maybe ati put something in 8.12 cats to reduce the core clock when idle..computers eh?
