No, i did not have a surge protector, and this is why my grpahics card is stuffed right now....
Yes, the BIOS is booted from the mother board. However, on other forums ppl who have had this problem fixed it by replacing their graphics card. I do not know why since it had nothing to do with it?
When I try to log into windows normally, a Blue Screen of Death appears saying:
"Attempt to reset the display driver and recover fromt timeout failed"
I think the only thing stopping me from booting is graphics card.... or maybe my motherboard malfunctioned also? sigh...

NO, the BIOS is booted from the mobo, so the card should not mess with it, not in that manner.
It also should not prevent you logging in....
