ATI Radeon HD 4350 Vs. ATI Radeon HD 4650

OK so i was in best buy and decided to grab the ATI Radeon 4350, i like it, but i want something a little more powerful. I was thinking the Radeon 4650. I was wondering if the Radeon 4650 Would be any better than the 4350. There Both 512 DDR2. I noticed the 4650 Doesn't need a 4-Pin Power Connector. Because i have a 480W PSU however it doesn't give the 12V of Power a High-end Graphics would need.

Heres a link to GPU listings: Graphics Card Hierarchy Chart - Review Tom's Hardware : Best Graphics Cards For The Money: Jan. '09

You would jump 9 tiers by getting the HD4650 and heres what they have to say:

"I don’t recommend upgrading your graphics card unless the replacement card is at least three tiers higher. Otherwise, the upgrade is somewhat parallel, and you may not notice a worthwhile difference in performance."

So you should see a noteable increase in performance however the HD4670 are really cheap just now so if possible id advise that over the HD4650. The price difference between the two shouldnt be that much.
