Problem with s-video out in safe mode

Im having a real problem booting my pc in normal mode. Takes about 15 mins to start up then runs really slowly. I have no idea how to fix that but in the time being I was wondering is there a way to enable my video card to work my secondary output(tv) through s-video lead while in safe mode? I know that in safe mode you are limited to essential drivers but I came across a way to enable sound in safe mode so Im thinking there may also be a way to get picture and sound through my tv so I can watch films and that. my monitor works perfectly but not ideal for watching films lol. Im not great with pc's so any help would be super. Thanks in advance

Dont throw it out the Window. Worst case scenario, get an upgrade DVD for Windows 7. If your rig can handle it.
