Underclocked Memory?

I have this card
Inno3D Graphic Card - Nvidia Geforce 9800GT DirectX 10 Extreme HD PC Gaming

It states that it should have a memory frequency of 1800Mhz, but on mine it stays at constant 700Mhz according to GPU-Z, which is pretty low. Should I overclock it to normal, or would the PCI-e not supply enough power as it is a green card with no external power connector? Or is GPU-Z lying? All the drivers are updated

Hello!

GPU overclocking is pretty dodgy...not like doing the CPU. I certainly wouldn't want to go straight up there. Disaster might befall.

My first thoughts would always be to find a logical explanation for this. Many cards save power by not operating at maximum until required, so open GPU-Z, play your most intensive game, minimize it (Ctrl, Shift, Esc) and see if the speeds have increased.

You most likely have it in 2d mode or reading it wrong. As its ddr ram, 2 3 or 5, means you need to double the value. ddr is Double Data Rate.

Get a screen shot of gpu-z. At 700mhz it is running at ~1400Mhz

Instead of gaming, just use furmark and run the test, it'll insure youre 100%

Edit

Bewared, that card isn't ment for gaming. Its a "green" card so it doesn'y get asmuch power as it would if it was a "normal" card.

Does the card actually work well, this includes when using 3d games as the such?
If it does then I would say it is working as it should be.

Actually, it works quite well. I can play Crysis at high with acceptable frames. Maybe it is just low power rate or not doubled as others stated. Thanks :D
