Vista - Loss of internet connection and annoyance

First the annoyance:
Whenever I log in AIM 6 for the first time since my computer started or just randomly when after ive logged in i get an error message saying windows host service rundll32 crashed and its trying to fix the problem. It happens two times in a row sometimes. It's just really annoying, if anyone knows how to fix it I'd greatly appreciate it.

Loss of connection:
I'm not sure what causes it because it happens when my computer is idle, downloading, and just browsing. I stay connected to AIM and MSN as long as I dont disable or disconnect from the network but I cant access any webpages through domain names or ip addresses.

I get the page not displayed error and vista says I'm getting an connection; Access:Local and Internet. The only problem that it finds is when I diagnose and repair it can't connect to the microsoft website. I may be wrong but it seems like a DNS issue though I'm using a static ip and dns address (that my router tells me) from the properties>ipv4>properties menu.

It doesn't happen frequently but it's really annoying because the only thing that fixes it is restarting the computer. Would using bit torrent be the issue? I thought it might be vista going crazy from too many connections and I've patched the max connections limit to allow a ridiculous amount and that still did not fix this problem.
