56k dial-up limited connectivity issue

Hello,

I recently formatted, then installed vista home basic 32bit on my Mom's computer as well as a supposedly vista compatible modem. No software has been loaded on except for necessary drivers and MSoffice 2007 (no virus protection or other firewalls). I am able to connect to the university modem pool, but I am unable to get on to the internet. I have the yellow exclamation mark triangle for limited connectivity. I tried pinging some websites but they could not be found. I can only ping the server I have connected to and 4.2.2.2.

I've installed all the latest drivers by copying them from another computer via CD. The only thing I have been unable to do was install SP1, perhaps because I was not doing it through automatic update. Loading it from a CD caused my computer to start hanging during the boot up so I had to do a restore. Oh and also I haven't authenticated vista yet cause i wanted to do it over the internet.

Some of the things I've tried:
Unchecking the IPv6 from the networking tab
Disabling windows firewall and defender
Attempting to use manually assigned IP

Any help would greatly appreciated. My mom really can't afford to not have her modem working any more :(
