Missing baloons

HI. Normally when I access the net the red X which overlies the two monitors on the bottom bar of my screen, changes to two blue balloons. Lately, however, even when I am connected, the red X stays in place and the balloons haven't replaced it in a month. Why is this, and does it really matter if the balloons replace the X as long as I get the connection?

I sometimes get that too when I'm connected. All that shows is that there is network activity.
