Vista - Unable to open Properties Tab to change TCP/IP settings on Ethernet Port

If I try to access the tcp/ip settings on my vista pc, to change the DNS entry for example; I get the following error

"Some of the controls on this property sheet are disabled beacause one or more other Network property sheets are already open"

The Connect Using entry is blank and the only item listed is Client for Microsoft networks.

The Install, Uninstall and Properties button are greyed out.

If I try to access my wireless card, I get the same error.

Login using the administrator account.

Im having the same problem here, im trying to enable DHCP but can't do so becuase of this problem.

Im logged in as Admin but still nothing, the only button i can click is the 'Install' button, but even then when i try to install one of the options (Service, Client or Protocol) it wont let me do so, an error apears saying 'Unable to install: Acess Denied'

Any help would be appreciated,
