On-campus internet connection

I am an on-campus student at a university and I am having a little internet problem. When I am downloading a file, my dl speed maxes out at about 40kbps. Since it seemed ridiculous that a university was only getting dial-up speeds, I ran a few speed tests using different mediums and I got that I was getting about 350 kbps both up and down.

Does anyone know what could possibly be happening? I feel like maybe the school only gives each student 40 kbps each and that the 350 was for the entire student body but that can't be right.. can it? I am using a Cat5 connection into an Ethernet port in the wall in a building built in 1970something.

and just to clarify, there is no way I am getting 350kbps. I cannot stream a Youtube video continuously or it will skip and buffer over and over.

Maybe your school caps the download and upload speeds to prevent students from using their connection to download
