Cannot connect to network

I have a Toshiba with Vista Home (I believe). When I pull up the available wireless networks and attempt to connect to the appropriate one it says unable to connect. The only reason given is poor signal strength or that the request has times out. The signal strength is 90% so I dont know. I have connected to other networks before but for some reason it automatically says it is unable to connect. There are other laptops that are able to connect with no problem. Please give any assistance you can.

Where are you trying to connect, a public place or your own home ? Have you looked at your firewall to see if the connection is allowed through and the ones you are trying to connect to do they have encryption and you need to enter a key ?
