Setting Localhost on Vista home basic

How do I set my localhost configuration.
I came across this command in an earlier thread on this site:
netsh http add urlacl url=http://+:80/ user={domain/username}

What do I enter for domain and username? Is it localhost/machinename? Could you please provide an example?
