Vista - serious problem, limited connection

I'll try to explain the problem

The computer which I'm having problems with is having limited connection (this computer works on vista) with the cable and wireless

now I have another laptop (which has XP on it) and this one works perfectly on the internet, wireless internet and cable...

Facts:
-the computer(vista) has had an internet connection for about a month, and stopped working last week
-the WEP-key I used is correct and the same on both computers, I checked + double checked + triple checked
-the computer (vista) gives limited access, local netwerk
-when typing ifconfig /renew he says that I can't connect cause of the DHCP-server
-I tried the KB928233 solution. (the thing with the flag, adding a DWORD32bit or sth,in your system32)
-I unplugged the modem+router 15 times (waiting 30 seconds every time)
-I have reinstalled the previous version of the wireless card and the cablecard with the same result (limted connection)
-I have googled for solution and found some people that had a similar problem and I tried using their methods but these never worked
-I have vista 32bit
in the CMD I have already tried
uitvoeren -> CMD
code:
netsh winsock reset
netsh int ip reset reset.txt
netsh firewall reset

+ rebooting
(they were all succesful
same result

-when I type "IpConfig /release" in the black screen (opdrachtprompt) it says
-when I type "ipconfig /renew" in the black screen it says that it can't connect with DHCP-server

I assume the problem is somewhere in vista, and it probably has to do with the DHCP-server
