Intermittent internet connectivity

I know a number of other people have posted with similar issues, but I just wanted to throw my 2 cents into the ring, with as much relevant information as possible, so hopefully someone can help come up with a solution.

Starting sometime I believe in November (could have been later, not 100% positive, as I will explain) my internet connection has been intermittently horrible. It will be perfectly fine for a while, then, quickly grind to a virtual halt, and the frequency and severity of it has been increasing.

It appears to be only connections that use some sort of internet protocol to connect though. Torrents do not seem to be even slightly effected during these slow downs, though (using utorrent) the torrents often go "red" because the tracker is unable to update). NOD32 and Comodo cannot connect for updates, nor can Windows Update. Yahoo Messenger will not connect.

When browsing the internet, it can take upwards of (no exaggeration) ten minutes for a page to load. BUT, once I seem to be attached to a website, I can generally navigate easily if I do not change sites. Same with Yahoo messenger, once it's connected, it has no problem staying connected, it's just a frustrating pain trying to get connected in the first place.

Rebooting the computer often provided temporary solution, it would take half an hour or so if I was lucky for the problem to show. But, the last three days or so, that no longer seems to be the case, even from the moment of reboot, the problem is instantly rearing it's ugly head.

At first, I thought maybe it was my firewall "protecting" a little too much. I was using the full ESET Security Suite (purchased retail), and though the virus protection is top notch, the firewall is known to be a bit lacking, so I switch to Comodo, but that did not resolve the issue.

My next thought, perhaps my modem was dying. Got a new modem, nope, no help.

Had my ISP come out on a number of occasions, and they swear up and down it's not their problem, the signal is coming in strongly into my computer.

After all this, and the fact that some others were posting similar problems on these very forums, I it must be a vista issue. For the record, I'm using Home Premium x64, though I belive people on x86 systems have reported similar issues here.

It is because I tried so many different solutions prior to this, that I cannot nail down the specific time the issue started. As I mentioned, November or December to the best of my recollection.

I spent an hour on the phone with HP this evening, and all the could come up with is reformat and start over. But, seeing as how I belive it's an issue with some windows update (based on the discussion here, and the fact that no other possible solution seems to have effect), simply refomatting will not solve the issue, as the moment I re-install the update that is causing the issue, it will come right back, and I simply don't have the time, or patience, to install each update one by one, until I find the faulty one, and skip that one.

So, knowing all these facts, can anyone think of an update in November or December that might have had this effect? Or, anything else you can think of that I might not have tried? Seeing as how internet is the vast majority of what I do on the computer, this is a very frustrating, very fundimental problem, that I'd love to see resolved.

OK so I did a complete re-format yesterday, off the factory recovery DVDs, basically restoring my computer to shipped condition. I ran all windows updates, and re-installed just the trusted applications I've been using for years, and STILL getting the horrible connection, as much as ever. So, we can rule out some sort of registry problem caused by countless installs and uninstalls making my surfing frustrating to impossible.

So, seems to me, as I believe EVERY other possibility has been extinguished, that there MUST be some problem with one of the Vista updates that causes this mess. If necessary, I'll happily do it all again, and skip the update that might have caused this issue, if anyone has any suggestions WHAT windows update from November or possibly early December could cause this sort of problem?
