Network card won't disable while VPN is active...

So here's my weird problem I don't understand at all:

When I am running a VPN server on x64 Ultimate, my network adapter takes about 5 minutes to disable. This is especially annoying when putting my computer to sleep as it takes 5 minutes to suspend while the VPN server is running. Disabling the Routing and Remote Access Service under services.msc and restarting the computer fixes the problem, as does deleting the incoming connection from Network Connestions (must still restart). Now for the weird stuff:

If the computer is connected directly to a cable modem, the problem does not occur. If the computer is connected to my WRT54g with STOCK firmware, the problem also does not seem to occur. With ddwrt v24 SP2 the problem does occur. If the computer is connected to my WRT54g with tomato, the problem occurs. If the computer is connected to a DIR655 gigabit router with stock firmware, the problem occurs.

I have tried various network cards with different chipsets (realtek, intel, dlink), always updating to the latest drivers and the problem occurs when connected to the router I want to be using (wrt54g w/tomato or dir655 w/stock firmware - latest updates applied, of course). I don't want to use ddwrt, it's performance is fairly poor.

My question is: WHAT THE HECK? How can whichever router I have connected make a difference in how long my network card takes to disable. And only when a VPN server is running on vista? Any help is appreciated figuring out how to go about even diagnosing this. I've managed to trace it down to the VPN server and router issue through countless hours of trial and error.
