bittorrent layer 7 traffic shaping

isp throtelling my P2P and i looking for a skript to bypass it i spent nearly 4 weeks trying to figure a way past this and im not happy pasying $59 a month for 4kb download speed

CONNOT CHANGE ISP AS IS CONTRACT ANS THEY CHARGE YOU $500
ISP IS XTRA AND THERE USING LAYER 7 TRAFFIC SHAPING WANT TO BY PASS THIS AND THE NEXTONE COMING OUT.
have windows vista home basic have tried calling them and complaing spent 4 hours on hold. i have unlimited downloads and i want to fox my P2P so im willing to do any means nessary ecept the following(LOL)
1)as said cannot switch ISP casue they charge you and arm and a leg for contract cancilation.
2)will not spend only$10 to get instant acess this thing blah blah blah.
