Vista Wireless Network Problem

I have a a pretty new HP laptop running Vista Home Premium. My wireless card is an Intel Wireless WiFi Link 4965AGN.

I am experiencing a problem that is somewhat similar to a problem that many people have complained about regarding Vista's network utilities, however my problem is distinct from those.

For as long as I can remember, hovering over the network icon, clicking on the network icon, and trying to access the Network and Sharing Center has yielded a very slow response. When first loading the Network and Sharing Center, I get an empty window with (Not Responding) at the top. This eventually loads after usually less than a minute. This slowness occurs while using wired lan or wireless.

Recently, I have had difficulty connecting to networks. When I turn my computer on, my computer connects to the default home network, but tells me the network is local only. This is untrue; I have tested the network with other devices (other computer, PS3). Sometimes I will have a few brief seconds when the computer turns on that the internet will work, but then it will return to "local only". I only experience this problem when using wireless.

Some people have mentioned a similar problem, but all of those who did also mentioned that their network icon had a 'red x' in the corner (indicating 'Not Connected' status) and an error message reading "connection status unknown: server execution failed". *I experience neither of these issues*.

I have no idea what the problem is. It is difficult to search for a solution on Google because the search terms bring up many useless hits.

I appreciate any advice; I am at my wit's end.
