Internet Explorer & Vista..dragging a piano would be quicker !

Using Vista 32 basic home & IE 7....I open a site and the progress bar at the bottom moves quite quickly to about 99% then sits for anything up to 2 mins before the page is 'live' and complete.
I then move the cursor to the screen & the cursor is 'live' and screen scrolls out of control.
By the time the screen is fully loaded, cursor is OK there will be several other web sites opened.....no toolbars or anything, just minimum screen but it takes over as the live screen and has to be closed before can go back to intended site.
These sites are legal, for example Tesco's comes up regularly (I don't use the site, it's not in my history)
As all this goes on progress gets slower & slower. I have today just done a review of an item I want to buy on 3 or 4 different websites. I then went to Amazon to buy the item, by the time I've logged in whole system is almost at a standstill and had to clear out history, log off/on go back to Amazon to make purchase.

Any suggestions really appreciated, situation is ludicrous.
