well I tried to sfc /scannow and all that sort but no luck at all
I even looked around and still wont work, I tried to go into the service control manager.. nothing?

In the Services section I clicked on internet connection sharing (ICS) to start the service because it says "stopped" and it tells me "Error 1068: dependency service or group failed to start." Windows could not start the internet connection sharing (ISC) service on local computer?

Network Location Awareness will not start as well "Service status: stopped"
says:
Windows could not start the Network Location Awareness on local computer. For more information, review the system event log. if this is a non-microsoft service, contact service vendor, and refer to service-specific error code..."

If you run EVENTVWR, that should bring up the "Event Viewer" applet. Check for error or warning-type events logged every time you try to start the NLA (network location awareness) service. There may be data in the description of that event which would help to understand why NLA is failing to start on your machine. In fact, there's a "copy to clipboard" button on each event, so you could paste the entire event here.

This is what I had received when I copy from the Event viewer.
Source: Service Control Manager
The Network Location Awareness service terminated unexpectedly. It has done this 1100 time(s). The following corrective action will be taken 60000 milliseconds: Restart service.

The network Location Awareness service terminated with service-specific error

Does NLA also fail to start if you boot to [safe mode + net]? Can you access the internet from there?

That's unfortunate. Have you tried using system restore to wind back the machine state to an earlier date, hopefully before the problem started?
