Probably a complete newb question

Maybe I'm retarded, but how do I figure out which program is controlling my wireless network adaptor? My computer disabled it, and I am unable to re-enable it. I have an HP Pavilion dv7. It has the touch button on the top bar to enable or disable the wireless adaptor but pushing it does nothing. I've tried going under Windows Mobility Center to turn wireless on, but that button is grayed out and disabled. When I go under control panel and click on HP wireless assistant, I get nothing-no loading icon, or anything. This has happened to me a couple times in the past when my battery got extremely low and I had the box checked to let my computer shut my wireless adaptor off to conserve energy, but what I did to fix it is beyond me. I've cured the battery problem, but this time it did it out of the blue, and I can't figure it out. Any help would be great, thanks.
