Dependency service or group failed to start

Hey
I have a HP Presario F500 and yesterday, when i tried to connect to the internet through an ethernet cable (my wireless stopped working a while ago) it didn't work. I checked out the internet status and i got a message saying "dependency service or group failed to start, connection status: unknown"
I tried troubleshooting it but it said that it can't do it because the Network Diagnostic Policy hasn't been started and when I try to start it I get another error message saying "error 1114, dynamic link library unable to initialize",
I've tried both "netsg winsock reset" and "scf/ scannow" but neither worked.
Some-one help me please!

Hello,
I had the same thing with my laptop.. sadly there was nothing I could do and I had to restart it all over again.. but maybe there is another way?
