Random OS pauses while on domain?

I have several Vista64 Ultimate machines on a company network running Windows 2003 Domain Servers (along with hundreds of XP pro machines).

The Vista64 machines desktops randomly freeze: Cursor still moves, but clicking on any icon, system local storage or network brings up a blue-spinning "busy" cursor. Attempting to click anywhere after that gives the "washed out white" desktop. If you do nothing, the machine will usually return to normal after about 1 minute. This freezing sometimes happens between 1-3 times in a row with a few seconds of normal usage in between.

Accompanying this issue is the fact that clicking the Network icon on the desktop results in a 2-3 minute delay before the network machines list is built--you can watch the green in-progress bar get slower and slower until it completes.

The Vista machines are all running the newest OS service packs, drivers, etc. They are made by several different companies and running different applications. There are no virus checkers or other hidden background apps running on them (currently).

I have two machines running Vista64 Ultimate which I have taken off the network and used at home on a workgroup with NO domain controllers. They work perfectly (no pauses). When placed back on the business network WITH domain controllers, the condition resumes.

I am about to downgrade all these machines back to XP64 Pro after contending with this issue for over a year. Any suggestions to resolve the issue that can keep the machines Vista64?
