How to repair corrupted Phone & Modem Options

Applications which depend on the dialing rules (i.e. Outlook) are failing because of an apparent corruption in the Phone and Modem Options settings. I'm unable to change any of the settings - can go through the paces to change existing dialing rule or create new one, but when Phone and Modem Options is reopened no changes were saved.

Not sure how to resolve this. Ran SFC and found no problems. Suggestions?

Tried system restore?
