My internet spikes every 10-20 ish seconds? help?!

2 Months ago, my internet was fine and I would always get a constant speed when downloading and playing games. My ping usually in some games like CSS would be 40-50. But one day, my ping started jumping from 60- 150 and my download speed spikes from 67 kb/s to 300 kb/s.

I scanned for viruses etc. but still no luck. I EVEN REFORMATTED MY PC. Still no luck.

Here is a log of me pinging to Google in command prompt

As you can see, it spikes every few seconds. I tried resetting my router, even connected directly to my modem, and still I persist in spiking.

So if you can help me, please do as I would appreciate your aid.

Are u using wireless or cable?, also it could be to do with on peak / off peak times.

uninstall your network adapter from device manager, reinstall, then check your motherboard website for updates, have you made any changes to your system,
if it isnt that go to run (windows key + r) type in msconfig. click enter on UAC and click on the startup tab, see if any updaters are enabled, ie java updator, apple software updater (itunes), adobe updater, anything untick them,(remember what you unticked) restart your computer
go to command prompt (right click) run as administrator option type in "cd\" press enter and then type in "netstat interval" (without the hyphens) check to see if anything is sending something over the internet from this.
if something is, run an anti malware scan [adaware (free), or antimalwarebytes(free)], download hijackthis (free) check out what's happening come back to the forum and report

I did all the above and my problem still persists.

you did all that in 3 minutes, Im very impressed. what did the Hijack this report say? (hijack this isnt a anti-malware program) and what did the netstat say? [after you did all this]
also try ipconfig flushdns in command prompt
contact your ISP could be server strain ask them to reset your link

Ok, well, I didn't do the maleware scan n stuff cuz i just reformatted my PC. So im pretty sure i dun have a virus or anything. Also I tried the command thing and uh, heres wut i got.

you didnt mention that you just reformatted your pc.
Your netstat seems fine.

go to your motherboard's website and download all the updated drivers (they will be more recent than microsoft's) could take awhile with your d/l speed all over the shop.
Do you have SP2 installed? Im thinking this has more to do with your internet link to your ISP. but reset your modem by pulling the power out and putting it back in after 1 minute (dont turn it off with the button or press the reset button, this can reset your configuration) do this after pinging from google after trying this last step

If its a good internet plan that you are on alot more people tend to change, if that is the case more people are on more of the same servers, server strain = lower/erratic download speeds for the consumer/end user.
if all else fails contact your ISP and reset your link.

Temporarily connect with an ethernet cable and turn the wireless section off. Repeat the ping test. Any difference? Now repeat, again connected by cable, but with the wireless section on. What are the results?

This is my result when connected to my modem directly via ethernet cord. Sorry, I don't use cable as my modem doesn't support it. But before I post the result, the spiking happens thorugh the router and modem so i spike either way. Here it is.
