Block outgoing traffic

I connect through a dial-up connection. My windows firewall is turned off. I would like to be able to block all outgoing traffic at any given time. In windows 2000 I did this with the command:
route delete 0.0.0.0
After I type this command there is no traffic going out. On my Vista machine however there is a wanarp.sys process that keeps sending outgoing traffic for 20 seconds after i type the above command. I need to make this stop. Any suggestions?

I think you can diable all outgoing through windows firewall.

if not there should be an option on your router

You mean you need to stop it for good, or everytime you stop and you want it to?

why?

@JayD: I cannot make any changes to the firewall since it is a corporate computer and i don't have the rights.

@zigzag: I just want to block it for a short while and then unblock it again.

OK what about killing lanarp (arp) either in task manager or in nework control panel. have 2 shortcut on desk one to stop and one to start
