Can I safely delete foreign language files?

Hi. I am a newbie and have memory problems so forgive me if I always seem like a newbie. I run Vista Ultimate64 bit (but it also says 32 is there?) Installed when I got the new harddrive in august. Do believe the harddrive was particioned right, sound but can't use headphones although they say they are working.I have a acer aspire m1100 AMD athlon 64x2 Dual Core processor, 1GB DDR2 memory (shopping for more-can have up to 8 but not sure if that means there are 8 slots?) I replaced my harddrive with a segate sata baracuda 1 TB. (So there isn't any acer programs left ). My computer started experiencing excessive paging (according to the health test) I tried to delete programs I didn't think I needed. I decided to keep just english and spanish language files on my vista and delete all the foreign languages I will never use. French, Chinese etc. I have not emptied my trash because I started wondering if it will effect anything else : language or any other part of the programing etc. I have tried to get answers in microsoft and elsewhere and only got a couple "I think answers." I check out lots of books and take lots of notes but It is difficult to understand and my favorite books are the "Teach Yourself Visually". I also have been lost with kaspersky (not good for a newbie I guess) I am open to advice but please give me easy steps If you think I should return it to the os and how. I have this big ole' program and not a clue.:rolleyes:
