Vista related Bluetooth problems

(Not being a frequent user to this forum I am not sure whether this is the right place to place this post; if not, please let me know where it should be placed and I will move it.)

I am experiencing problems with Bluetooth on my Dell Latitude D630 (Vista Business 32, SP2 with all recent updates installed). The Bluetooth adapter is built-in (Dell Wireless 360 module). Thew nature of the problem is that my system cannot see or communicate with any active Bluetooth devices, although they can see each other, communicate with each other, and they can also see my computer.

If any of those devices makes a request to pair with my computer, I get a message on my screen that that device want to establish communication, and I can allow it by clicking onto this message. When I click on it, the device is immediately denied connection. At the same time, despite that all the Bluetooth devices around are acive made discoverable, none of them shows up in the Bluetooth devices dialog box.

Additional info:
1. The hardware in my computer is fully functional. I replaced my hard drive in the computer with another hard drive with XP OS, and was able successfully communicate over Bluetooth. Apparently it's a Vista related thing.
2. I downloaded and installed the latest drivers for the Bluetooth from the Dell site (for whatever reason they're called "Vista Profile Pack"). It did not help.
3. I had a session with the Dell tech representative who tried many things (including replacing the module with a new one and reinstalling the drivers again); it did not help. The case is pending, but moving on very slowly.
4. I looked up the internet and found a post that Bluetooth Enumerator may interfere with the adapter. Uninstalling it did not help, and it reinstalled itself automatically after first reboot.
5. Thinking that maybe my antivirus program (Norton Antivirus) is interfering with Bluetooth, I disabled it completely. Nothing changed.

I have never used Bluetooth with this system before, there has never been a need to do it. Recently I started working on the project which involves Bluetooth modules, and being able to communicate with them from my system became important.

I would appreciate any suggestion on what may be causing this behavior and how to fix it.
