Vista stubborn for Internet setup

HI there. Trying to help a friend with a laptop to connect to the internet at a location other than his home. The available (wired) internet is 'broadband, always on, with a IP setup'. The vista internet setup does not allow for that, does not offer that choice. Only the type with a password/user ID, which is not the case.
Option No 2: There is a wireless available at this location. However, Vista only shows the connection as 'local'. I do not see a way to do that either.
I am used to Win 7 and XP, and neither is so difficult... Thanks for your tips.
