Timing out/Packet loss; Vista & Cable connection

Please help with a very curious problem!

My Comcast connection, hard wired to my Vista 64 bit machine "times out" and loses packets. The slowness created makes the connection unworkable. There are some oddities with my situation that are driving me mad! : ) The line has been checked out several times, and adjusted and now appears to be within the desired ranges. When a Mac laptop gets hard wired into the SB 6120 (Motorola Surfboard) modem, the connection is speedy and ping tests show no packet loss or timing out. When my Vista 64 bit machine gets connected, the connection can load some pages, sometimes, but then experiences slowness or timing out. A ping test shows timing out and packet loss. When the Vista machine is hard wired (or wireless) into a DSL connection that I haven't canceled yet, there is no packet loss or timing out. Drivers have been updated and the modem has been rebooted.

So basically one machine - my Vista 64 bit - has trouble with the cable connection and modem, but not with a DSL connection and a different computer/OS has no problems with the modem and Comcast connection. Seems like it is something between 64 bit Vista and the modem/cable line, but I am at a loss. Help!
