Cant Download A Single File

since i moved to a new house only a qauter of a mile back from were i was living. my connection speeds are slower & i have to hunt for that fast connection. than when i get it. i have issue downloading files. they either start to download or they seem like they freeze & than say download complete. no matter what the size of the file is or where im downloading the file from

i have tryed Avast anti-virus 5.0 to see if i have virus but to no luck. i have tryed to mess with modem settings port speed & such.

i have Netzero hi-speed 3g dial-up
running on:

Vista Ultimate 32bit
2 gbs ram
Amd 64 3000+ 2.4ghz

so im not sure what could be causing the issue of not being able to download a single file. more less let me still connect. would maybe uninstalling & reinstalling Netzero from a disk help or what.

things iv tryed.

resetting the windows firewall
changing port speed on the modem & in the network connection for the connection.
running a line from the phone box ( the one outside on the side of the house ) to the pc 50ft line. ( but didnt mattter when living at other house )

any help would be great to fix this issue so i can go on downloading & playing freelancer shattered worlds online.

i forgot that i did do a scan & i had 4 or 5 virus in a folder called RECYCLER on D;/ drive but i dont know if that maybe causing the download issue or not. but thought maybe that would help.

also when i say i cant download the file starts than just stops after sometime & its not even moving any data. just sits there than just stops after some time.

websites still open & open pretty fast. i know thats as downloading & websurfing are not the same.

anyhelp would be great. anything i can try to fix this issue. anyone have anything i can try to fix this.
