DELL Inspiron 530 Desltop and Intel 82562V

I am trying to do some tech support for family and I am stumped. They had a Dell 530 with an Intel 82562V-2 and it will no longer connect to the internet.

ipconfig /all returns

Host Name. . . . . . . . . . . :wayne-PC

WINS Proxy Enabled . . . . . . :No

That's it. Windows gives errors two errors:

1)The Network adapter is experiencing driver or hardware issues

2)Make sure your Internet Protocol Bindings are Correct

I have installed the latest Intel drives and the TCP IP settings are checked for both V4 and V6. I have even went as far to install a new Dynex Ethernet card which gets the same errors.

I have even tried the netsh reset ip command. I have no Idea what to do next. I have searched goggle and found some similar problems with the same model Dell and card but they were fixed by reboot.

Is this a BIOS problem? If so what do I need to do to fix it?

What does Device Manager show? And red x's or yellow flags by the network adapters?

Device Manager showed it was working fine.

UPDATE: I just gave up and did a system restore back a couple of weeks and it works fine now. So it must have been some program or malware. I installed Avira and SPYBOT so maybe it wont happen again.
