Vista laptop cannot Ping XP desktop

OK folks, weeks of surfing and seeking answers, but no progress. Here’s my symptoms and setup
Setup:
1. Vista Home Premium on laptop, wirelessly connected to router 192.168.1.1. Static IP set to 192.168.1.122
2. XP Home on desktop hard wired 192.168.1.132 and wireless 192.168.1.131 to router.
3. LLTD setup and active on both, netbios set to Default.
4. Recommended vista network settings
5. Windows firewall off on both.
6. Firewalls (PCTools) and anti-virus (Avast) disabled temporarily on both.

Symptoms
1. Cannot access printer on desktop from Vista (this used to work OK )
2. XP PC appears on Vista Network map but cannot be clicked
3. XP can ping Vista laptop successfully and access shared folders on Vista laptop
4. Vista laptop gets no response from XP laptop “Request timed out” and cannot access shared folders on desktop
5. Vista laptop CAN ping XP desktop when XP in Windows Safe Mode with Networking, but cannot ping after Clean Boot on XP

I even disabled PC Tools Driver in the network adaptor properties.

So I guess it’s an issue with software on the XP system blocking the Ping request, but how do I find which software. If firewalls are disabled then can it still be them? Help, please!!!! And thanks!
