Dependancy service or group failed to start

    Dependancy service or group failed to start

    I know that threads exist in relation to this but I've followed them through to no avail. The whole scannow option is currently unavailable to me as I'm unable to run command prompt as an administrator. I right click etc. and nothing happens. System restore is not working properly either. My machine is a Packard Bell Q8200. I know I have connection available as I'm wirelessly connected via my phone right now. The computer is hard wired via Ethernet. Please help!

    I am also getting the "Diagnostic Policy Service wont start" message.
