I use a public network that doesn't seem to permit downloads including anti virus updates Windows updates etc. It begins to download but stops within the first 10%, and if downloads do complete the installation process fails. is there any way to get around this restriction?

Nope, in doing so you're violating the rules of the network. Any work arounds would be a no no.
Besides, not knowing anything about the network, it'd be right hard to even begin on a work around.
