Sharing Confusion (Seems simple but I'm not 100% sure)

Hi, this should be really simple for me to get but I cannot say I get it 100%.

For all the sharing I can do on Vista, I keep seeing the term "computers on your network" in all the documentation I find.

So, here is the question.

Assume I have a public folder which I shared out to the max, meaning shared with everyone, no password, no restrictions.

Does this mean that anyone with an internet connection can open the files in this folder, or does it mean that any computer connected to my specific wireless network can open the files in this folder?

It doesn't make sense for anyone with an internet connection to be able to open the files, and I think that they don't have this ability, but I want to confirm. Please advise.
