How to know if my ISP blocking VPN connection?

I can make a VPN connection on my LAN Network in windows 7 to another windows 7, however when I take my laptop to library VPN connection doesn't work anymore.

If the VPN server and client are properly configured and contact is not made it could be due to the ISP. They sometimes block activity they deem inappropriate for your class of service or that might pose a security risk to them or other users. The only way is too ask. The library may also be blocking this. Unfortunately in both cases you may have difficulty obtaining an authoritative answer.

Sorry to persist with the same question, is there any way to know if my ISP or Library routers are blocking VPN connection with cmd or any other 3rd party software?
