Windows can't see wireless networks

I have my parents Dell Inspiron 1535 laptop. Theres no way of knowing what happened or when it started.
windows indicates that there are wireless networks available, but when i open the connection window it says "windows cannot find additional networks" (other than the wired). I have had it in 3 different locations where wireless is available with the same results.
Dell's Wireless WLAN Card Utility finds multiple networks just fine.
I have uninstalled the network card and reinstalled it, the driver is up to date.
I have checked all the settings that i can think of. obviously i'm missing something.
How do i get windows to see and connect?

Are you able to provide a screenshot of what the Exact issue is for us?

Could you please start the machine in safe mode with networking and tell me if it sees a wireless network. To do so follow this tutorial but change all references of safe mode with safe mode with networking - http://www.vistax64.com/tutorials/123496-safe-mode.html

I came across this prob when installing a Belkin USB wireless adapter. Windows got confused with the Belkin setup. I would suggest you have the same prob. Either use Windows setup or Dells. Good luck!

I can't find where the option is to let windows vista manage my wireless connection.
I've looked everywhere i can think of.

I've looked everywhere i can think of.

I would go to the Device manager and uninstall the card.
Then look in Control Panel,programs and features and remove the adapter/card. Reboot and go from there.
