Help With .Net Framework error. UnauthorizedAccessException.

I have windows vista, have user contrl access turned off, and basic windows vista firewall enabled. Only program that gives me this program / error. The program i downloaded was called telly adder

the install went smoothly, but when i open the program i get this error
