It is more than info data. In a development shop, it is actually a fix that could not yet be rolled up into a formal release (like e.g. an SPx). In that sense, all the KBs we get for Windows are patches.

They are often also small updates. Not designed to fix something but make it better be it the interface or mayby a graphical interface setting.
They are also used when a new periferal comes to the shops to allow for the added functions.
