Failed to change FLEXlm Licensing Server

Hi friends,

I have Vista Home Basic 32bit on my laptop. Currently I am using the Admin account. When I try to install ArcGIS 9.3 in my laptop, it shows some errors. I am struggling to install it. When I try to configure services it shows that "Failed to change FLEXlm License Server.You need to be an Administrator to perform this function". When I perform the server status enquiry it shows that
lmgrd is not running: Cannot connect to license server
The server (lmgrd) has not been started yet, or
the wrong port@host or license file is being used, or the
port or hostname in the license file has been changed.
Server name: INDHUSREE-PC
License path: 27001@INDHUSREE-PC
FLEXlm error: -15,10. System Error: 10061 "WinSock: Connection refused"

Can anyone suggest a solution?

When I checked the System Configuration of my laptop i found only FLEXnet Licensing Services. And it is stopped also. Is it a reason for the problem? I am totally ignorant of this FLEXlm and FLEXnet

Is it possible the license manager doesn't work on Vista Basic? Read below:
