Vista - Need help with missing files badly, please!!!

while uninstalling my HP printer yesterdsy it deleted all my program files. all my desktop shortcuts disapeared along with everything under start, all program files. even the control panel control disapeared. i reinstalled my backup disc twice with windows one livecare and it dint fix the problem. all i want to do i think, im comp illiterate, is use system restore. but when i go to start system accessories, system tools its empty. how do i do a system restore without that part listed here??? it is a cyberpower build, pent 2 3.0 windows vista home premium x64. i really do need the help something simple or explained so the village idiot can understand and follow the directions.
