I use eseential fax, works wonderfully

www.essentialfax.com

$29.95 for registration after a month.

I tried Snappyfax, and wouldn't touch it with a bargepole, installed it, never used it and had a hell of a time to uninstall... worse than some Av programs.

Microsoft has a build in fax feature for Windows Vista.
Connect your telephone line jack to your computer’s dial-up modem.
Click the Start > All Programs > Windows Fax and Scan.
“Fax Setup Wizard’ will appear to guide you. Follow the on screen step by step instruction to set up your computer to send and receive faxes.
Click “Tools”, and in the drop down menu select “Fax Accounts” and click on “Add” to complete the process of establishing the fax connection.
