Publisher Calendar day start

I'm an IT technician in a local school and we have recently purchased latops with Vista Home Premium on. They came without Office and having licences for Office 2003 proceed to install that. All has worked fine until one of the teachers went to print out a calendar in Publisher. Despite the regional settings being set to UK (my location) the calendar insisted on starting the the day on Sunday (something I've subsequently discovered is "unique" to the US [WHY?!]). It seems that Publisher 2003 is ignoring the Vista regional settings. Does anyone know if this is a bug and if so is there a workaround (registry entry/update etc.). This is obviously going to get more prevalent as we slowly update our computers finding it increasingly more difficult to get XP running on the new machines (drivers issue) and, being a school, inadequate funding for site wide licences for up to date software.

Although Windows Vista may be set to English (UK), Publisher may not default to English (UK). I know this may sound very obvious but have you checked to see if publisher has the correct region formatting within the application?
I can't tell you how to do this nor can I verify that this is in fact the solution due to the fact I now run Office 2010 beta, but I do remember having regional problems back when I first got Vista, although not specifically this.
