Vista Home Premium iTunes Install error 1625

I receive the following error message when downloading/installling iTunes in Vista Home Premium 32 bit OS. "The system administrator has set policies to prevent
this installation."

Any ideas on how to correct this situation. The log indicates that an error 1625
has occurred.

Are you the Administrator?

Have you tried it with the Built in Admin
