Slow loading programs

Is there a solution for slow loading programs. After a new boot or reboot, It takes me long to load any program. It takes almost 2 minutes to load any program. Once the program is in cache, it loads fine. I have Dell inspiron 531 - AMD athlon 5000+ with 4 gig ram and running on vista home premium 32 bit. I wonder if there is nay remedy without reinstall. I have kept my system clean at all times with "Advanced system optimiser". I have cleaned all registries and defraged the hard drive. The security software running is NIS2011.
I appreciate any help.

10 Tips on How to Properly Maintain Your Computer

Steps that I did not notice on the guide include:

Running a scan disc before doing a defrag

Using Microsoft Security Essentials and Malwarebytes.

Making System Restore points, at least once a week

Makaing a system Image once a month (varies by user)

Not relying on your A/V common sense, should prevail. You know of many sites can cause a problem.

Do not use any reg cleaning or optimizing software.

Download and use Ccleaner. about once every two months, untick any registry entries.

If you follow these instructions, you will be trouble free for a long time to come.

Be sure to back up your hard drive about once a month (varies by user) and to keeep system restore points up to date.

I have done all what you recemended. I used ccleaner to clean junk and registry. I tried clean boot with only microsoft services and no difference. I have only two non-microsoft services turned on at boot. I have run malwarebytes and found no malware. I have not created any new restore points in a while. Usually when I update any program, it creates a new restore point. I backup my data at the minimum once a week.

Any more comments will be appreciated.

You could clear your pre fetch folder. It stores information about the programs you use to make things faster. After a while it could become full.

Make a system restore point first in case you do not like the results. It is impossible to know before hand what changes will actually occur, we only know what should occur.
Your computer will not be any faster, may even slow down, until the folder stores your programs again
