Vista Distorts Audio While Viewing Websites

After putting a heavy load on my network or using the internet for a while, I notice that the music I am playing distorts/jumps/glitches/scratches to the point it is unbearable. It doesn't matter if I play my music in iTunes, Windows Media Player, or Winamp they all will do the same thing. The music will play fine as long as the webpage is done loading but as soon as I go to another site it starts all over again. The audio from flash videos has the same problem. Does anybody have an idea why this is? My CPU usage isn't high and I am not doing anything out of the ordinary. It literally begins by using Google search and listening to a song in iTunes.

I have completely reformatted my computer twice in hopes that that would fix it but it hasn't. I have put in a new video card since buying my computer but that is the only new thing in it. The computer well capable of running Vista, Firefox or IE, and iTunes all at once.
