Can Windows Media Player convert files to 88 kbps?

Editing home video, I like to insert sound effects that I download from the internet to make the video more interesting.

The video making software I'm using accepts .wav sound clips that run at 88 kbps. Some sound clips I downloaded into my personal collection are set at 20 kbps so they don't play. Can Windows Media Player convert those files into 88 kbps? If so, how?

I read about Audacity but would like to check alternatives to installing yet another program in my computer.
