Software Audio Input Mixer for Windows??

Is there any software-only Audio Input Mixer mechanism available for Windows XP or VISTA?

What I need is something that will do this.....

Take multiple Input Streams from several USB audio adapters >>> Mix them at different levels down to one stereo output that can be seen as the Windows DEFAULT_INPUT for all other windows audio soapplications such as SOUND RECORDER, AUDACITY, WINAMP with Shoutcast, Oddcast, Justin.tv, etc.

Please, I have been looking for something for over one year. Perhaps this is doable in the OS... I have no idea.

Please help!!
